KANSAS CITY, Mo. — Kansas City, Mo. leaders believe 90 percent of pets owners do not have licenses for their pets, and in order to encourage more people to legalize their animals, the city is lowering licensing fees.

One year pet licenses will now cost $10 and three-year licenses will cost $27. The city is also offering pet owners a new “free ride home” program, in which licensed and registered pets found running loose will be returned home without penalty up to once a year.
