Problem Solvers: Contractor takes money; doesn’t deliver

KANSAS CITY, Mo. — There’s a concrete guy working in the metro that likes to be paid up front and then never finishes the job. At least that’s the claim of some of his former customers. Two of those customers are talking to police.
