KANSAS CITY, Mo. -- Twenty school leaders from across Missouri have been working on a proposal to change Missouri's student transfer law.

They basically want to eliminate school transfers and want lawmakers to do away with the law.

School leaders say student transfers can be devastating to an already struggling district and they can be damaging to the students who are taken out of their communities.

One example is in St. Louis where two unaccredited districts lost 20 percent of their students to transfers and now they're facing bankruptcy because they pick up the tab for tuition and transportation.
