SHAWNEE, Kan. -- People who are mentally disabled are among society's most vulnerable persons. Often unable to help themselves, they rely on others to fight for them.

Such was the case for a Johnson County woman who had a stroke and then needed help paying her bills. Lynda Pflumm put her trust and her bank account in the hands of Overland Park company ARCare, but that's when her problem started.
