KANSAS CITY, Mo. -- Voters in Kansas City and other parts of Jackson County may see dozens of questions on their ballots Tuesday.  Kansas City Star political reporter Dave Helling talks about what those issues mean, and why Missouri voters don't have early voting like Kansas.
