KANSAS CITY, Mo. — A man accused of triggering an AMBER Alert after taking his two young daughters from a homicide scene surrendered to police.

Kansas City police said Jordan Owsley turned himself into police Monday morning.

Investigators have not released any additional information about where Owsley was over the past 16 hours.

Detectives said Owsley is a suspect in a Sunday afternoon homicide. Officers responded to the crime scene near E. 89th Street and Troost Avenue around 4 p.m. Sunday afternoon.

Police identified the victim of the homicide as 38-year-old Marvin Williams.

Several hours later, the Missouri Highway Patrol issued an AMBER Alert for Owsley’s two daughters. Detectives said Owsley took the girls with him when he left the scene of the homicide before police arrived. The girls were found Sunday evening at a relative’s home.

Residents at the Woodlen Place Apartments said the complex turned into a crime scene in a matter of seconds.

“I heard like a boom, and I came downstairs,” said Michelle Aberonanthy, a neighbor. Her nephew witnessed the gunfire.

“When I went outside and seen, you know, the body, it was like horrifying because you know you don’t want to see anything like that,” said Elisha Sims, who lives just doors down from the victim.

Family of the victim and police confirmed with FOX4 the two men involved were not strangers. The family told us they had an altercation a couple of months ago.

“It is scary because you don’t know where those bullets are going to go,” Sims said.  

Sims’s daughters played with the little girls. Now the violence happened less than 50 feet from their home, which leaves Sims speechless.

“It just hurts. It hurts,” she said.

One day after the shooting, Kansas City police are glad that Owsley turned himself in and the two girls are safe. But neighbors at Woodlen Place Apartments are still asking why things like this keep happening.

“My nephew was playing at the park. It’s kids out here playing in broad daylight. It’s kids. Put the guns down,” Aberonanthy said.
