KANSAS CITY, Mo. — A driver who was trying to avoid high water along Emanuel Cleaver II Boulevard near Elm had to be rescued from the grassy median Wednesday morning.
FOX 4’s Kathy Quinn reports the driver was trying to turn around to avoid going through the deeper water but got stuck.
Drivers are encouraged to avoid this area and other areas known to attract high water during heavy down pours.
