Kansas City, Kan., man charged with attempted enticement for Craigslist messages

PLATTE CITY, Mo. — A 69-year-old Kansas City, Kan., man is charged in Platte County with attempted enticement of a child after police say he was in communication on Craigslist with what he believed to be a 14-year-old girl.

In a sworn statement, an officer says he was conducting online undercover operations, masquerading as a 14-year-old female who was bummed because summer was over and school was starting.

The profile received an unsolicited email from a person who was identified as Richard Manis. The officer reports that on August 16 and August 17, Manis continued to send emails and text messages suggesting sex.

“I advised Manis I was a 14-year-old female several times,” the officer wrote.

Manis allegedly offered to meet the ‘girl’ at an undercover location. When police ran the plates of a car that parked there at meeting time, the car belonged to Manis. When police questioned him, they say he admitted to communicating with ‘Ashlee’ and meeting her for sex.

Bond was set at $50,000 cash only. He is to have no contact with anyone under 18-years-old and to use no internet-capable devices.
