KANSAS CITY, Mo. —  Mayor Sly James and City Manager Troy Schulte presented the new city budget to the city council on Thursday. It calls for a salary freeze for all city employees, including police and firefighters, as well as a hiring freeze.

However, it increases the operating budget for the fire department and adds funds to community and youth anti-violence programs like “Kansas City No Violence Alliance” and “Teens in Transition.”
