KCPD investigating reports of rape at Jackson County jail

KANSAS CITY, Mo. – Kansas City Police are investigating two reported rapes at the Jackson County jail Friday.

No one has been arrested or charged so we aren’t releasing names, but FOX 4’s Megan Dillard has seen the reports taken by the two Kansas City police officers who responded to the reported attacks.

A Jackson County Detention Center Captain called police about the reported rapes. The report detailing the investigation shows the first victim told KCPD three men raped her, despite clearly stating she didn't want to have sex.

The same report indicates the second victim told police she heard her cell door unlock at about 4 a.m. Friday.

She said a man came in wearing a jail-issued orange shirt on his head like a do-rag. The victim said the man kissed, grabbed, and fondled her, then strangled her and punched her in the temple.

She said he raped her until he heard a whistle, at which point the victim told investigators the man hid, then ran when he thought it was safe.

The investigative report shows both women told police the men used keys to get into their cells.

Police records state a master key went missing at the jail early Friday morning.

The report obtained by FOX 4 also shows responding officers watched jail surveillance video of three male inmates moving freely in the hallway between their cells and the victims’ cells. The women’s cells were not fully on camera.

One potential issue: responding officers said in their report that one of the crime scenes had been cleaned before they arrived.

The police report shows detention officers had deep-cleaned, in their words “bio-cleansed,” one victim’s cell earlier that morning because they say they found ripped clothing and feces spread over the cell. The jail captain told investigators that at the time the cell was cleaned, they didn’t know a crime had occurred.

One of the victims went to the hospital for a sexual assault examination. The other told police she wants to pursue charges.

FOX 4 sent a list of questions to the media spokesperson with the jail. She has not responded.

Kansas City Police confirmed it is the investigating agency and said it’s an ongoing investigation.

Police reports list the names of three suspects but as there are currently no charges, FOX 4 is not releasing those names.
