KANSAS CITY, Kan. — The Wyandotte County district attorney filed murder charges Friday against Jeffrey W. Platt, 23, accusing him of the murder of a man outside Kansas City, Kan., City Hall on January 16.

Police identified the man shot and killed in a stairwell as Marlon J. Williams, 40.

Police said Williams was gunned down in a stairwell between the Wyandotte County Health Department and the Kansas City, Kan., City Hall building shortly after 3 p.m. that Thursday.

Police say Platt, from Shawnee, shot Williams in the head and they believe he planned the murder. He’s charged with premeditated murder in the first degree and his bond is set at $1 million.
