KANSAS CITY, Mo. — Jackson County prosecutors charged a 27-year-old man with two counts of endangering the welfare of a child after witnesses told police he suggested he wanted to ‘give away’ his kids Halloween night in a Westport parking lot.

When police later went to check on the three-year-old and one-year-old, they say they found conditions in the home unsuitable for children: Roaches and flies, a refrigerator full of rotten and spoiled food and no electricity.

At first, witnesses reported they thought Evrald Mombo was joking about someone taking his kids off his hands, but it didn’t take long for them to realize he was serious.

They say Mombo started to walk away from the three-year-old boy and one-year-old girl, who were crying hysterically. They say Mombo told them the kids’ mother is in jail and if someone didn’t take them, he would throw them in a dumpster.

Both children are now in state custody. Evrald Mombo is scheduled to be in court on Wednesday, Nov. 9.
